WASHINGTON — The Federal Aviation Administration (FAA) proposes a $351,000 civil penalty against Creamer Pilot Services of Fayetteville, Arkansas, for allegedly conducting unauthorized passenger-carrying operations.

The FAA alleges Creamer operated 31 passenger-carrying flights using three aircraft that were not on its Operations Specifications. These violations occurred on various dates between October 2021 and July 2022.

In addition, the FAA alleges Creamer conducted 6 passenger-carrying flights on two aircraft that were on its Operations Specifications but travelled outside the 48 contiguous United States when unauthorized to do so. These violations occurred on various dates between April 2022 and November 2022.

The FAA alleges all 37 violations were conducted by Creamer knowingly, carelessly, and recklessly.
