The Rosario “Islas Malvinas” International Airport will put Hangar No. 5 in its general aviation area out to concession, with priority given to an air taxi and aerial work base, through a public tender whose terms were approved by the board of the provincial airport authority through a resolution dated Tuesday 27. Bids will be opened on November 18 at 11:00, electronically through Timbó, the procurement portal of the Province of Santa Fe. With a covered area of 304.91 m² (15.02 metres long by 20.30 metres wide), the hangar will be concessioned for 36 months from taking possession, with an optional extension of up to 12 months in favour of the airport. Aprons, taxiways and other outdoor areas are outside the contract. Bidders must quote a fixed monthly fee of no less than ARS 3,357,135, equivalent to a floor of ARS 120,856,860 over the three years, plus a variable fee of at least 3.5% on revenue from complementary activities: third-party aircraft storage, third-party maintenance and ramp services. That is in addition to a monthly charge per aircraft parked in the hangar, of ARS 745,000 for those above one tonne and ARS 515,425 for those below. All values will be updated every four months by the Consumer Price Index of the National Institute of Statistics and Census (INDEC). THE OPERATING PLAN OUTWEIGHS THE PRICE The tender format reflects the fact that the award will be decided mainly by non-economic factors. The terms establish that the most advantageous offer “is not necessarily identified with the highest fee” and that a price difference cannot prevail over a substantial advantage in the operating plan, except by a reasoned decision of the evaluation committee. Each proposal must include an Operating Plan listing the aircraft involved, the crews based in Rosario, the committed regional destinations and the investments planned in the hangar. Offers that do not commit at least one air taxi or aerial work service to be run by an operator holding a valid ANAC air operator certificate as of the bid opening date, and those that do not assign at least one aircraft available throughout the entire contract to the base, will be rejected without any possibility of remedy. The operator may be the bidder itself or a third party bound by an agreement. Complementary activities may not occupy more than 40% of the usable area, and the storage of non-commercial general aviation aircraft will not add merit on its own. The concessionaire will have 90 calendar days from taking possession to start operations. Leaving the committed aircraft idle for more than 60 days without justified cause will be grounds for termination. WORKS TO BE CARRIED OUT BY THE WINNER Before operating, the successful bidder must carry out health and safety upgrades at its own cost: railings on the mezzanine, a structural verification report on its load capacity, the adaptation of the electrical panels and the repair of a collapsed ceiling with exposed cables. It must also arrange its own meter with the Provincial Energy Company (EPE), since water is supplied from a borehole and utilities are at its expense. The improvements will revert to the airport at the end of the concession, without compensation. To take part, it will be mandatory to visit the hangar up to three business days before the opening and to show a current ratio of at least 1 and a solvency ratio of 1.2, in addition to net worth equivalent to 12 offered monthly fees. The concessionaire must take out, among others, public liability insurance of ARS 150 million per event. The tender documents are free of charge and queries are received at comercial@airosario.com.ar until five days before the opening. This tender adds to other processes for the concession of spaces that the airport is promoting this year, such as the tender for 11 commercial units in the terminal and the tender for advertising operations. It also comes in a year of traffic growth: in August, ANAC recorded a 31% increase in international passengers in Rosario.
